Blogs need to have untitled comments to be posted to them.  Still no vote scheduled on 4313 through March 18th.

  1. Praise God that 4313 is not on the agenda!! Have you heard anything regarding Bill 7496 and how it might effect adoptions. It is on the March 2nd agenda.

  2. Hmmm... don't know, I'll ask. I have no idea really but I like to think through stuff out loud :) It appears to read from Google translation that it does 3 things:
    1. Clarifies existing text and makes it more consistent with other areas of the law
    2. Allowed for gov't authorized non-profit orgs to "mediate" adoptions... continuing to exclude for profit
    3. And this is a big ???, looks to be preparing the way for the law to allow the acceptance of Hague convention inter-country agreements.

    I have heard that Ukraine going Hague is likely a matter of when and not if... but they seem to change direction frequently in the stuff so I just don't worry about it. Of course if Ukraine does join the Hague convention with a smooth transition, it takes the bite out of 4313 since the US is party to the Hague convention.

  3. Thanks for your input..., that is sort of how we were interpreting it. As we know, it is out of our control and trying to figure out Ukraine parliament is not possible. Look how God proved everyone wrong, when it looked like a certainty that international adoption would be stopped before the end of 2010!!

  4. Bill 4313 was sent back to committee to be rewritten. This happened when the bill last came up for a vote...

    "Dear colleagues, we will now have to consider the draft law amending Article 212 of the Family Code of Ukraine (regarding adoption). However, the main scientific and expert management concluded that the text of the bill does not meet the requirements of Article 116 of the Rules. Please bring into conformity with Article 116 of the Rules. This appeal to the Committee. After the Parliament of Ukraine will consider the issue."

    I think the text from the parliament minutes make it clear that this bill is not coming up for a vote until the bill is rewritten and fixed.

    Can anyone find the Hague bill 0201? It isn't even on the list of active bills for the entire session anymore? I personally think this whole Hague thing is more hype than anything. I know one adoption agency here who sure is playing up the whole Hague thing and they were very animate that it was going to happen anyday now and therefore people will need to start using agencies.
